Only Department of Defense personnel (i.e. uniformed military or DoD civilians) and members of the Intelligence Community (DoD-funded IC organizations only) may participate in LTC training. This eligibility requirement comes from the authorizing legislation of the LTC Program. 

Other USG employees and contractors (including DoD contractors) may not participate in LTC training. 

Institutions are awarded a grant after successful solicitation of the Language Training Centers Request for Proposal.  Requests for proposals are announced here. The most recent open competition for the LTC program was held in Spring 2019.

The Language Training Center (LTC) Program is funded by the Defense Language and National Security Education Office (DLNSEO) and administered by the Institute of International Education (IIE) IIE awards grants to U.S. institutions of higher education to support language, culture and regional training for DOD personnel.
