The Institute of International Education (IIE) is pleased to share with you application guidelines for the Foreign Area Officers Regional Skills Sustainment Initiative, a special initiative under the LTC Program. Through this solicitation, the LTC Program is seeking proposals from U.S. Institutions of Higher Education (IHEs) to provide Foreign Area Officers (FAOs) with professional development and skills enrichment in regional and area studies.
The goal of this initiative is to provide experienced Foreign Area Officers (FAOs) with opportunities to interact with and learn from regional experts to enhance their knowledge of regional and area studies. Additionally, this request for proposal seeks support for the recently launched Iris Burton Bulls Reserve Officers’ Training Corps (ROTC) Fellowship Program – a DLNSEO initiative within the National Security Education Program.
The deadline for the receipt of proposals is May 31, 2023 at 4:30 p.m. Eastern Time. The burden of timely delivery is the applicant’s responsibility. Proposals received after the deadline will be disqualified from consideration. Proposals must be submitted online in PDF format using the designated IIE proposal submission portal. Hard copy proposals will not be accepted.
Prior to the submission deadline, applicants are directed to complete their proposal submission by accessing the secure submission portal through the following web link.
Upon arrival at the proposal submission portal site, first-time portal users will be directed to register and create login credentials. After creating credentials, applicants are directed to the Applicant Management section of the portal and will click on the Start New Application link to begin the proposal submission process. At the start of a new application, applicants are directed to select the RFP to which they would like to submit a proposal; this selection is made from the Select an RFP drop-down menu. Applicants should select “2023-24 FAO Regional Sustainment Initiative” from this drop-down menu and complete and submit the online proposal submission form as directed. Applicants do not have to complete the submission process in one sitting and can return to the portal at any point prior to the submission deadline to complete the application process.

Technical Assistance Webinar
A technical assistance webinar for institutions will be held on Monday, May 1, 2023 from 3:00-4:00 p.m. (Eastern Time) to field questions regarding this solicitation. Applicants are required to participate in this webinar. Slides from the webinar are available here.
Following the webinars, FAQs will be posted on the IIE and DLNSEO websites. All questions must be submitted no later than May 10, 2023. FAQs will be periodically updated and posted on the LTC and DLNSEO websites. Updated FAQs are available here.
